UPDATE 27.9.2013 – STILL ‘NO SATISFACTORY REPLY’ to WRAP question to the IOW Cabinet Meeting 10.9.2013

By Administrator-1, September 11, 2013

Last night, WRAP Spokesperson Judy Ferris attended the IOW Council Cabinet Meeting to present an oral  question to Councillor Gilbey, on behalf of the WRAP team.It was read out by the Leader of the Council, Ian Stephens. He read:-

Oral Question – Cabinet Meeting                                                10th September 2013

Cllr Gilbey,

I ask a question further to the recent FOI request in connection with the IWC 2013 submission to DEFRA regarding with the EU Air Quality Directive and subsequent refusal by IW COUNCIL to release their report on the basis that it is subject to legal privilege.

I appreciate there is an appeals procedure in place for such matters. However, in your capacity as Cabinet Member for Resources, in order to reduce Council costs and promote and enhance Council transparency and openness, I request that you assist in this matter. We in WRAP believe it is in the public interest for the Council to release data associated with the issue of compliance and they should be instructed so to do.

 Judy Ferris

Spokesperson for WRAP

Councillor Gilbey responded that the question will receive a written answer within a week. To hear a full recording of last night’s Cabinet Meeting click on the link below to On the Wight

Cllr Gilbey,

You may recall the question, copied below for your convenience, being asked at a Cabinet Meeting almost two weeks ago. You advised you would reply within the week.
Unfortunately, I have received no correspondence from you whatsoever.
I would appreciate if you could do so now.
Thank you and regards,

….. and again on the 27.9.2013
Cllr Gilbey
This is now the fourth time I have asked for an answer to our question.
I have now copied our MP and my local Councillor to see if they have more success in contacting you than I have done to date.

…. and this is the reply
I am only aware of 3 emails you have sent me on this issue. I also recall a response from
Amanda.Gregory@IOW.gov.uk In relation to the information requested.
I’m a little unsure as to what kind of response you require from me personally, that can not or has not already been provided by the relieving officer or officers.
I would be happy to help you, but feel the tone of your email a little unnecessary. I am happy you have Ccd the relevant people into your recent correspondent, as they may well be able to provide you with the information that I and other officers have not obviously been able to do.
I will of course try to follow up your complaint, but may not be able to elaborate on any of the information you have already had.
Regards
JonCllr Jonathan Gilbey - Cabinet member for Resources

…. and this was sent by Judy Ferris in response on the 27.9.2013
Thank you for your email.
I asked the original question in person at the Cabinet meeting.
I then emailed you three times, making four requests.
Regardless of this, however, I would have thought one email enough to warrant a reply.
I do not believe Amanda Gregory has answered this question. Rather she has amalgamated two or more questions and replied with a less than satisfactory answer.
There is no tone to my email.
I do not know what a relieving officer is; perhaps you could explain.
Finally, I would say as a strong supporter of the Independents before and after the election I would ask you bare this in mind when you reply.

  1. JUDITH FERRIS says:

    Correction and apologies.
I was called to read the question from WRAP but had left my copy of the question at reception. The Leader, therefore, very kindly offered to read it on our behalf.
